I've recently started to cut a small "V" out of the fabric at the top and bottom of the side turnings on my roman blinds. I fine this reduces bulk and makes cripser turnings.. The "V" is cut directly on the crease.

Not Philip here, but what I think we did, correct me if i'm wrong philip, was to turn up our hem, iron then unfold again. Then, take out a slender triangle of the fabric the allow all the layers to lie better when the hem is turned up again. Same at the top....
