Buckram size on valance

Hello all,

What size buckram would you use on a valance with a drop of 27cm? Going to be Triple pleats. Curtains underneath are also triple pleats.

One of my books suggests 1/4 to 1/3 of the valance drop so with 27cm that would be around 7-9cm.
