    Hi Ali

Yes - you're right, stitch a pleat like for a goblet but no folds or stitches at the base. A book I have suggests a fullness of 2 with pleats and spaces both around 3" (7.5cm). They suggest stuffing with rolls of interlining but I have also used scraps of pelmet buckram which work well as they give a nice firm shape to the 'tube' of the heading.
